The price reference grid published by Morocco's tax authority (Direction générale des impôts) sets value ranges per m², by city and district, used to check prices declared in sales. It is not a market price, but a useful reference floor to position an offer.
The land charge is the maximum amount a developer can pay for a plot while preserving its margin. It is calculated backwards: projected revenue of the scheme, minus construction costs, studies, marketing, financing and target margin. Two neighbouring plots can therefore be worth very different prices per m² depending on what can be built on them.
In Casablanca, apartment-building zones (families A, B, C) allow multi-family housing with a height expressed in storeys, for example R+4 or R+5. Villa zones (D, E) restrict building to individual homes, and industrial zones (I) host business and logistics uses. The zone sets the buildable floor area, and therefore the value of the land.
